I think it all really depend on the company you are going for interview. If you are going for civil service sector, certs and transcripts are mandatory items. That is how the gahmen sector works. Qualification is the holy grail.
If you are going for private sector, there will be more variance. For small companies sometimes they focus more on your previous work experience. Certs will be a bonus cuz when small companies wanna deal with some gahmen official agencies it is best to send a representative that can communicate well.
For MNC it is pretty much same as gahmen sector. The reason being a lot of big projects are thrown out by the gahmen to boost economy. And when at first impression, it reflect on the company image and confidence.
