  i noticed a $50-utility-rebate in my jan utility bill.
  
  any idea if the rebate will be given monthly or otherwise?

  How come you have so much? I called and receive a MND letter is say half price of what you pay your monthly conservancy charge to town council. Yours how many room flat?
  
  No it is not monthly of cuz. Last year is Jan and Dec. This year letter only say Jan so I wonder if Jun or Dec got or not. Maybe with election coming it will?

  It seem lesser room get higher rebate as per normal
  
  Your fren pay to same town council as you? Actually can call up town council and ask why you have and your fren don't have. As long as you can speak English or Mandarin you should go and ask them don't let them eat your fren money!!!!

  Different town council hmmm..... could be the reason? Anyway it is best to call up and clarify why Bedok ppl got rebate and Toa Payoh ppl no rebate? Izit Toa Payoh ppl rich so can no need rebate?
  
  Btw mine is Sembawang and they got give rebate. Use more real life example to back you up when you call TPY town council ppl in case they deny there is any rebate scheme going on
