  like to give foreign students tuition grant with taxpayers' money to study in singapore? while overseas universities charge international students sky-high amount.

  foreign students who come here on their own accord pay full sch fees

  Simple cuz they are our cheng hu contract workers when they graduate out of uni & have struggle even more worst than us in future.....

  For what I know, intl students accepting the grant are going to have it worse. For example, if they flunk the course, they're going to have to pay back the debt. After they graduate, they're going to be bonded by the government, they die die have to work here for at least 3 years or pay back the bond. Also note that the tution fees are per sem, so that grant is also per sem, so study for 8 semesters its going to be helluva lot of bond you're gonna have to pay back.

  They can just leave. Many foreign students (esp Chinese) openly boast of that fact.
  
  Not sure how true, but that is what they say.
  
  Edit: And like i said in another thread, they do have tendency to try and cheat and con their way out of everything just to glean every single bit of advantage . Its like a favourite pastime with them. So I would not be surprised if they do that
