Anyway, ya, IRAS told me it depends on the tax treaty between singapore and the other country. If there is no avoidance of double taxation treaty, then i need to pay both sides.

If you stay in Singapore, then you should pay Singapore tax......because you are a resident/ reside in Singapore, so your income will be taxed by Singapore. This should be explained in the tax treaty.
