Where to go to rent one?
East Coast got? Whats the rates like? -
Can go to Pasir Ris PA , Changi PA , East coast should have rental also , sembawang got SAF yacht club
But seriously i tink Pasir ris is the best place to kayak , Changi water rather choppy , nt suitable for beginners , Sembawang water is icky, gt lots of floating waste from shipyard , east coast full of ppl.
Pasir Ris is the best for kayaking imho. -

You don't have to be a member to rent a kayak there , however , there are different rates for guest and member , 12 and 24 if i can remember correctly for a whole day.

However , for the PA , 1 important thing to remember is that they need certification , ie , 1 Star kayaking at least before they will rent out to you , so remember to bring yr cert along.
As for the location of the PA, its at the roundabout at the carpark near the end of the bungalow houses there -

What type of kayak do you want?
ocean kayaks (expose your legs ones) those you can get in any public places such as sentosa, east coast park.
if you want normal kayaks, those that cover your legs, you can go try bedok reservoir. i cant promise you to be available to non-SSCmembers. sea sports club need to have at least one star kayaking certs to rent. rental fees for these kayaks are around $12 for whole day (10am - 5pm) or $2 per hour if i can rmb correctly. -
Yah the cert goes at 1 star 2 star etc.
minimum 1 star for rental at clubs
it'll be good if you have it as the basic like recovery of capsize kayak
and the basic strokes are taught there
