I am not one to condemn anyone here but just to post my views. Hours clocked working is productive hours or non productive hours? I do not judge a person capability on the hours he/she clocked. I look at the time taken to complete a task.
Example.
I am in programming line. I am given a programming task. Another person given the same programming task too and we set off at same timing. I finish mine on time so go home early but the other person still troubleshooting and even need to come back on weekend to fix the program.
So going by hours worked he/she clocked much more than I am. But are those hours productive? So it boil down to skill set. If a person is skilful he/she complete his task fast and if one is not, he/she takes much longer.
So it is quite unfair to judge a person hardworking based on hours clocked but more on how long it take to complete a task. A technically competent person will clock lesser hours than a lesser skilled person.
My few cents worth of opinion on this issue about hours worked
