There's a difference between customs knowing what you bring in and not acting , and not knowing what you bringing in.
For hand carry luggage, there's a scanner for the shape of the objects in the bags, and another for the type of material of the objects in the bags, saw this when they scanning my hand carry luggage

What if the turtle died while you are smuggling it ? It will be just another failed attempt by you ? No ?
If its not a endangered species, get it through the proper channel. Heck, if its not available bcos no one is bringing it in, then be the importor for it.
For your reference AVA has this rule about banning the import of all reptiles and amphibians (be it protected or not)as well as keeping them as pets, with the exception of the Red Eared Slider aka Terrapin.
I would think that they would also happily ban the RES if not for the FTA with the USA
The reason they cited the ban is due to possibility of trasmission of diseases and also the release of pets disrupting the local flora and fauna.
Seriously in my opinion, with so many abandoned RFS around, they of all turtles should be banned!
