Hmm perhaps alot of part time helpers enlisted in the counting process.. the overseers are people from the various parties -
They are civil servants working mainly in govt agencies who have been selected to do this duty. Selection is random. They will have to go for a bit of training ahead of time so as to handle the events of the GE. This GE, they currently have 18000 personnel on standby but not all needed since not all the constituiencies have been contested. Another thing to note is these selected people are to keep their selection to help out in the GE confidential. But of course they leak it out to people closest to them, which is why I can tell you all the above.
