  I suppose ridicule is the best form of deterrence in this case. If he exposes himself again you should just laugh at his shriven and withered nether parts and shame him into abeyance. However, if he's a masochist then you might be in some trouble...

  insufficient evidence? few yrs back, I caught my neighbour flashing (only saw his butt coz he ran too fast). i went home.. told my mom & we called the police. We noe about dis pervert coz my maid kena many times too.
  
  When the cops came, we went up to his place..bang on his door for so long.. he don't dare to open. Until his wife came out.. let us in.. they ask mi to point the pervert out. I said im not sure how he looks like coz i only saw his butt! Then they ask my maid to point. Meanwhile another neighbour heard the commotion.. joined in. Called his daughter down.. told the police.. dat she also kena b4! She too pointed him out. In the end.. he was jailed for 3mths.
  
  Conclusion: with enough witnesses/victims.. no need to catch him red-handed.. u can still nail him! work with ur neighbours.
