Where is good moneychanger for HKD?

the last time I checked moneychanger rate, it was 4.81. Bank was around 4.95 like that. -
That is bid or offer rate?

You just have to go around to compare the Buying and Selling rates for HK$... Some moneychangers offer good rates for some currencies while others offer good rates for other currencies...
