question on game

  i recently installed wc3 on a comp very much worse than mine in terms of specs, however, when i try to play the game, it says that it cannot initialize my direct x, even though i have direct x 9 when they only require 8.1 and above. when it says launching wc3, it will just hang there.
  
  my question is, is this a matter of data error, or is it because my gfx card is not up to date.

  can leh, my lauya computer can run wc3, just a bit slow when many units mass around. the graphics is lower end too
