Should the actual Chinese New Year day be changed?

I have heard some people suggesting that instead of us celebrating the Chinese New Year on the 1st day of Lunar Calendar we should make the actual day of Chinese on the first day of 'li chun' of '24 jie qi', ('li chun' is the first of the 24 'jie qi' in a year) that is, either one day between 3 - 5 Feb every year as some claims that the actual day of CNY is actually falls on the first day of 'li chun'
Do you see the need of such changes?
