  There's a distinction between being stateless and being an alien or a foreign subject.
  
  I do not know of any passports being issued to those who are stateless(afterall, who do you go to apply a passport from?), although it's commonplace for aliens or foreign subjects(ie.the British Nationals Overseas for Hongkongers prior to the handover in '97) to hold passports.
