Those are just carvings, nothing special. Nothing to be compared to the seven wonders of the world. China can even build Great Wall, those few letters is basically nothing -
Is it shocking? Such public msgs are common in China, e.g. there are msgs asking ppl to have only 1 child. Perhaps they forgot to remove the one about chairman Mao.
