shutdown -r -t 0

actually the -r switch is quite true for warm restart.
still remember the days of win 98 when u have to call rundll32.exe and then point it to one of the dll libraries with the shutdown function... -

Maybe such commands are not so important liao, therefore they just just dump it in system32, all the commands include debug, netsh and etc. -
