Everyone has had, and will continue to have, opportunities to experience lifetimes on Earth, some lifetimes as a man, some lifetimes as a woman. Is it entirely up to you to choose your gender to be born into? To a certain extent, it is.
For instance, during one intermissive period, you may given 3 choices, the first as a man, the second and third choices as a woman. Each are of a different family, in different countries, with different genetic (hence influencing various biological and behavioural) traits, with different relationships (with different people, including those you've known in previous lifetimes), with different probable life paths, career options, with different opportunities for different experiences and lessons to learn.
You'd be asked to explain your choice, with regards to your motivations and intentions, and further advice will be given, whichever body (of the three options) you choose.
This is only an example, and a simplified one at that. Sometimes, there may be no choice. Sometimes, there many be even more choices. There is a natural correlation, that the higher evolved the soul is, the greater participation in the planning of his/her own destiny and existential programs (ie. specific objectives of each lifetime), and the greater choices he will have.
This is akin to an adult having greater financial freedom and choice than a young child, or someone with higher educational qualifications (eg. PhD) having a greater career choice than someone with lower qualifications (eg. PSLE). So if you want greater choice and say in being the captain of your own destiny, make the effort to evolve (and by the same token, assist others) now.
Remember, at the end of lifetime, everyone will have to answer a question along the lines of, "What have you learnt, and who have you helped?". For the twin objectives of any existence, is Evolution (learning) and Assistantiality (helping others). -
