  just as i was eating my dinner i heard a loud sound of dogs getting whacked and non stop barking as the owner whacking it like u whack the rubber mat of ur car to the wall that loud . FArkin stupid arrogant childish indian neighbour

  Please report your neighbour to the police or the animal protection agency.
  
  Someone will visit your neighbour and perhaps will take actions, like taking the dog away, or at least it will make the neighbour more careful towards the dog.
