Why some people can be so busybody about other people...?

I notice some people likes to compare or laugh at people on the bus. Just now on a bus. There is a couple sitting down, the woman start to whisper something 2 her boyfriend. Then whisper a few times with some hand gesture, then her boyfriend start to looking at a guy with some facial hair. Then the woman touch her boyfriend's face, as the guy did not had any hair on his face.
The woman: "Why is tat guy got so much hair on his face!!" The guy, "Oh... i dun have so much... I shave it away..." The woman: "Oh... lucky you did not got so much hair, or i pull it out of your face!!!" "You better shave away if you have!" "Oh its so disgusting!"
Well... I think when people are free... they tend to look at others and start to see which part of their body or the action is a bit weird or never seen before and start talking or laughing about it. They seem to be well-groomed, must be working in office.
