remember the tsunami that hit SEA? NK donated some money to the relief effort even though its people "are suffering and starving under the tyranny of Kim Jong Il". the amount though not large, shows us that NK is trying to play its part as a member of the international community. "its the heart that matters" in what ways is NK an irresponsible country?
it might be interesting to note that NK was much more economically stronger than SK after the korean war until the capitalist imposed all kinds of sanctions on it due to cold war.
