Basically, it is illegal to download any copyrighted items in Singapore if you do not have a distribution lisence. So P2P is perfectly legal, only the things you download decides if you go to jail or not.
Example, if you download google toolbar from P2P (which is very dumb), it is legal, because Google distributes it freely anyway. However, if you download an newly released album, an OS, or an application which you usually need money to buy, then it is illegal.
Canada made P2P 100% legal a while back (meaning downloading music, movies, etc is all right), not sure if it is now. However, they charged a small amount of money when you buy storage devices. If i remembered correctly, an iPod (any version) of 1GB memory will cost you US$5 extra in Canada. With more memory, the sur-charge will increase.
also, if u have "own-self make"

(self-made) music, u can oso distribute it in anyway u want, possibly p2p, so it is legal for the downloaders.
