Bogus bank account

  I am just wondering for real..How did those frauters and cheaters swindlers etc etc manage to open an untraceble bank account for guillible pple to transfer in ?? Cant the police or anything similar trace them down ??
  
  Can it realli be done opening a false bank account?? Unless u used fake id or the isreal Mossad helped u cant think of any other possible ideas liao..Wat do u all think?
