"With Due Respect"

What does that mean?
Am now watching a drama series, with every character using that phrase. -
it is a phrase you use, when you want to say something brutally truthful to your superiors...
something which the superior may feel insulted by...
so you tell him that "with due respect" or you are mindful and are respectful of his rank.. but he needs to know the truth... which may make him feel humiliated.. -
So it goes like this....
"With due respect, Your Majesty, you are stupid"
Am I right? -
and tell him why he is stupid
but with brutal and unenlightened superiors, you will still die from it -

It was a hospital charity doing some charity show or something. When asked whether she will bring some of the beneficiary out to the event since NKF always doing this "(This conversation was made just before the NKF sage). She said "With all due respect, I don't thin the beneficiary are well enough to show up at any charity show"
So she means what? -
