there is a way to catch pupils who dont sing, even those who are just mouthing. for the ones who really sing, their shoulders will move up very slightly when they breathe while singing, for those who are just mouthing, their shoulders remain still. so, to make it more beliveable remember to lift your shoulders slightly while mouthing the words

Oh yes, when I was in secondary school, frequently we would have students being picked out by the discipline master in the mornings - for not singing the national anthem.
He actually keeps a tight eye on us.

It's not easy to sing, ok? It's in Malay.
On a more serious note, schools should teach the english translation for the national anthemn. Maybe it will have more meaning.
Must drill hard into their head, like the pledge. -
