Reason of Sec Sch having Thursday off is that many students in Secondary School participates in the National Day Parade and hence given 1 additional off days. It will be too messy to issue individual additional holidays, so it was given across the board.
Do note that certain Primary Schools / Post Secondary schools will give Thursday as a Holiday in substiture for Polling day if 'compensation' for it have not been given.
As for why Friday cannot be off, MOE have a guideline on how school can distribute the holidays.
