  Control Panel > Regional and Language Options > Language (tab) > Install files for East Asian Languages (checkbox)

  Go to Control Panel
  
  Select Date, Time, Language and Region Options
  
  Select Regional and Langauge Options
  
  Under Language applet, tick on the box that says:
  Install files for complex script and right-to-left languages (including Thai)
  Install files for East Asian languages
  
  Click on Apply
