Will HDB Help??

I have a friend whose mum's cpf is depleting soon. And their family business is not doing very well either.
They will have to pay cash upfront about 1k soon. Her parent's divorced a long time ago. Flat is under her mum's name.
Judging from their hardship,will HDB be able to lower the installment amount?

whats her mother monthly salary?
i heard that if it exced a certain salary,they wun bother giving finacial aids unless its some speical case
u can call hdb and talk to the related department -

if 6 mnths ago and longer,u can ask her to show her income tax to hdb -
