Lanterns , Candles , Sparks , Foods and etc thrown everywhere almost every year so should the citizens have some basic courtesy to keep the place clean and geren ?

in singapore, you have so many garbage bins, yet people throw their rubbish all over the place.
there are places where you'd have to walk quite a distance before you see a garbage can...and yet people will hold on to the garbage till they see a bin... -
