'Drop' bugs...

Noticed quite a handful of people 'dropping' things nowadays in the public... They sometimes 'drop' useless papers or tissue papers... Often the just pretend not to see or even if they realised, they won't even bother tp pick up their litter...
Have you seen such people before...? If you come across one, would you ask that person to pick up his / her litter...? Or what would you DO

Anyway, I do make it a point not to leave used tissue on the hawker table. Will go to a rubbish bin and throw it away. Just a habit lar.
