What is the purpose of a scholarship?

  What is the purpose of a scholarship?
  
  I believe the scholarship should be given to those who can perform in their studies but do not have the means to see themselves thru or to assist the less well-off families to lighten their load. so why are the "well off" MP kids given the scholarship?

  There are different types of scholarships...
  
  - Primary/High school/university sholarships for the disadvantaged children who are smart but can't afford to pay for the fees. Usually sponsored by government and some private organisations.
  
  - Postgrad scholarship for anyone who meet a specific qualification criteria and are interested in doing a specific research topic. These scholarships are usually sponsored by big companies who would like some research done on their products. It's a win-win situation at the end of the day for both the company and the students.
