when i bought my linksys-G router it was ok in the sense that i did not have to restart my modem(starhub user) before it was operational but after i formatted my comp i need to restart my modem or it will say "connection is limited"

If your service is MOL, then you're out of luck for a static IP. You could try services that relays your dynamic IP to a static IP, such as http://www.no-ip.com/. Otherwise you already have a static IP.

dunno what you asking...dhcp is dynamic.
you can set reserved ip out of dhcp though. or rather set a range of address you want the dhcp to assign ip to? if it's router config.. the best thing you can do is read the manual.

Are you on , wireless ? Wired ?
Why not follow the instruction manual? Connect via wire to set it all over again?
Otherwise pay somebody who can do the setup for you?
