Complaint about Neighbour

Hi guys,
I would like to find out if I would like to lodge a official complaint about my neighbour where can I do it at ?
I would like to lodge a complaint regarding her washing windows during rainy day using a hose. She connect this long hose from her bathroom and spray directly on the window to wash them clean. However in this process she is making my house wet. The strong current of water splashing on her window will cause the water to drip all into my house through my windows.
The next thing I want to complaint about her, is hanging out wet dripping clothes. Everytime she does washing, she doesn't drain them dry at all. She just hang out the clothes that drips water as if they have never be drain and twisted at all. She is being very inconsiderate as she is making all the clothes that all of us hangs below her wet.

perhaps you could talk to her about that. I dont believe in complaining as it will strain both your relationship. not wise though unless you don mind tension between both of you.

try writing a letter to her and slot it under her door?

A simple thing to do would be to offer up an olive branch - or perhaps explain to her what she's doing. OTherwise, the simple place to have a go-between is the CMC. they actually have a hotline. these people are meant to help mediate. logically most people would have closed their windows. so what she did is not exactly wrong.
btw my neighbour who has cow sense, does it on any day except a rainy day. -

I can see the problem with the wet clothes.
but washing windows during rainy day is to me, a normal thing.
since it is rainy, just close the windows for 10-15 mins.
Like one reader commented, imagine if she is doing it during non-rainy days, then your head will swell.
just try to talk to her if you spot her at nearby coffeeshop or grocery stall or NTUC.
but always start with defensive rather than offensive so give the neighbour some space so can work this out. -
Haha try having a neighbour who hangs her auntie panties over the ledge along the common corridor, dripping wet so that she can bless any suay person who happens to walk along the 5 foot way below
This is what a person who lives 2 floors below me is doing. Happened to be walking below and she just took out her huge underwear to hang.

but like that your clothes even more wet.
practice your aiming, clean your backside with the tissue paper, throw up to her house from your house.
if accurate, will kana the window or her house inside.
best is when she spray hose that time, den your aiming super power already.

If she refuses to open the door maybe you can try writing her a note regarding your concerns? (Make one copy of it as evidence)

Scenario 1: NNB! Who's the bloody idiot that makes my place wet?! KNN! Spoilt my new washing machine!
Scenario 2: NNB! Who's the stupid moroon that hangs out their bloody wet clothings?! Later I burn them!
