I appreciate ur concern towards the environment. However the road barrier u mentioned is there for a purpose; its call VIG (Vehicle Impact Guardrail). I'm not sure whether trees can be a substitute for impact.
And i think majority of newer Multi story carparks have incoporated a roof top garden. The arts & design school in NTU has got grass turf on top too. Planting on the roof will also help lower the room temperature within
