you know they treat english as a subject and not a language... so how can their english be better than us?
they teach the subject english in cantonese language... if u know what i mean.. -

They use all English textbooks from primary up to University. But in primary schools and high schools, the language of instruction is actually cantonese. So they use English text books (for all subjects except Chinese) but the the teachers' instructions and students' discussions are in cantonese.

General population: Singapore probably has more English speaking folks (not necessarily perfect english type)
The schooled: Singapore still has the edge because most HKers do not practice it in their daily lifes. They can probably read and write as well, but spoken? Nah!
The higher education: Singapore has a slight edge because (in my opinion) our spoken style is more international, whereas the HKers has a very sing-song style. The tone usually start slight high pitch and drops slightly lower at the last word or syllabus.
Cantonese? They win hands down. -
