  he was the former prime minister of japan, he wrote and modernised the japanese government constitution, introducing some form european cum american political system to japan. due to idealogical differences with yamagato, he was "exiled" to korea as resident-general when he was assassinated by a korean nationalist after he retired.
  
  yamagato militerised japan right after his death and ww2 followed later on..
