i've caught a puffer fish off the changi jetty before -
My dad used to go to one of the canals off tengah or lim chu kang to catch fishes, drain fishes, quite big.. but the taste and smell is very bad.

Try the fresh water pond in Istana, free of charge. The fishes there very big and tasty too. It will be easier if you bring along your fishing tackles
