taxi drivers

Today i was on this cab with a damn fcuked up driver.
he was purposely driving damn slowly and slowing down at traffic lights.
at one point, he even jammed brake at the traffic light when it turned yellow..
this was despite me tellling him to speed up cos i was in a hurry.
i think they shd revamp the meter to charge based on distance travelled instead of by time.
has anyone ever come across such drivers? -
