it means that the functional group,which is chlorine atom, is at carbon 1 and carbon 2...as in there are 2 chlorine atoms attached to the ethane molecule

the number always refers to position of functional group on the hydrocarbon, and look out for words like di-,tri- etc which tells u how many of that same functional group is in the molecule.....good luck for ur chem exam
