  Age of driving can never be 21.
  
  Singapore is a signatory to the United Nations Convention on Road Traffic 1949.
  
  Part of this agreement is to recognise the universality of International Driving Permits where the minimum age is 18.
  
  Thus Singapore cannot make laws where it will be illegal for people past 18 to drive.
  
  The only exception if they make a separate law stating SINGAPOREANS between 18 and 21 cannot drive BUT foreigners holding International Driving Permits of ages 18-21 can drive.
  
  Which would be very biased for them to have such a law.

  how many times must i say this? this 21 age limit rumour were spreaded by taxi drivers la.
  why? cos got many people like you so stupid go believe it, so dun go take license. no license = cannot drive papa car = have to take taxi = more business for taxi drivers = more money for them.

  Well, they can make it such that from 1 Jan 2007 new licenses will only be issued for above 21s, but those with licenses can still use?
  
  Anyway, there was a road traffic police press release long ago that dispelled this rumour.. Not true.. =)
