about ip-kept changing?

  heyy, how come my friend's ip is constantly changing.. he's using singnet broadband i guess.
  
  he tagg in one blog with an ip, and a moment later.. the ip changed.
  so is it possible that his previous ip actually becomes someone else's ip in an hour?

  AR BO THEN!? It is dynamic IP... if you want a static IP you need to pay... and it is not cheap...

  possible...but then the ISP will know who is using which IP at any particular time...so no chance of doing something illegal with the changing IPs...

  ohh.. just asking. because an hr plus later.. someone else have the EXACT ip.
  and tag. and i want to see if it's still him. which i hope not. lols.
  sho answer is most likely no?
  since, the ip shuffling is sho great. or the chance of it shuffling back to him is there too?

  cos singapore's IP address is dynamic(learnt from xiaomayi)
