no way that Govt was pushing the construction works if they Main Con can't finished in time.. on top of that, all constructions have construction period whereby those tendering for the job will be inform in their tender doc and Main Contractor will have to compel to that else LD will be given base on case to case basics..

TOP doesn't means work have to be 100% completed.. it just means the project is suitable for move in condition as major works and whatever requirements prior to awarding TOP has been completed in according to the professional guidelines set by BCA..
