Cleanliness outside 7-11

Why is it that almost every 7-11 have rubbish bins but there will still be rubbish all over the area? I noticed that Sengkang MRT outside is almost always dirty in the early mornings when i go to work! Some even have noodles with soup all over the floor! Why can't people be more civil minded!
