before Immigration and Customs merged, they said that if you are human, Immigration will clear you.. if you are an animal or an object, Customs cleared you..
the only exception is if you are dead... then your corpse will go through Customs..
now, under ICA, we clear everyone but there is still Singapore Customs which collect Customs Duties (only 4 things are dutiable in Singapore: tobacco, alcohol, motor spirits and cars)
people still want to refer to the people there as "customs"

even in Malaysia, it's Immigration! (unless you are not human then it's Customs)
btw, people do not understand this too.. you as a citizen to a country, gives you a right of entry to your own country... however if you go to another country, as a foreigner, you have no right of entry but a privilege of entry...
therefore in another country, get the clearance from the other country.. find out their laws first before going there..
