why is the word "cigarette" in quotation marks?

btw, what comes into Singapore is subject to GST...
and that which is dutiable which comes into Singapore, is subject to Customs Duties...
4 things are dutiable in Singapore: Tobacco (and products), Alcohol, Motor Spirits (which are petroleum, diesel and whatever runs your vehicles and motors) and Vehicles
if you are found to be evading the duties, you can kena terok terok by Singapore Customs...
which means that if you order tobacco from overseas, you have to declare it and pay the taxes.. which makes it not worthwhile...
btw, big court case in Europe where they have a common market but different taxes for tobacco.. people are ordering online but the authorities not happy about it.. i think they're still fighting it out
