1) RI boarding

3) NYGH boarding
4) Victoria Hall (boarding)
5) Angelican boarding
6) Homestay
Why?
1) RIB rocks only because it is within the Raffles Institution compound, which also renders it in close proximity to Raffles Junior College. The food is however dismal, its facilities mediocre and questions need to be asked about the residents' noise and hygiene level. Also, it's old, dirty, small and shoddy, but they are currently doing some upgrading of sorts. Plus there's the new 13-storey block which will be done by June next year. However if you are not on a scholarship, I strongly advice you not to come to RIB; it costs $10,000 per annum.

2) I've lived there for two years, and its facilities are incomparable to those elsewhere (partly because the hostel is new). You get space, many modern amenities, lifts, a convenience store, koi ponds, panoramic sceneries from the hill top and most importantly more freedom than other hostels. You pay $8,000 a year -- pretty worth it if you ask me. However the environment might be way too "Chinese" for some to bear.
3) NYGH has a hostel which is pretty similar to RIB in terms of hostel layout and rules. I've personally never lived there before, because they are very strict about letting guys into the hostel compound, but the hostel sounds like it's fit for living from what I heard.
4) VH is pretty much like HCIBS, except that it's slightly worse in some aspects. The good thing is that the beach is a 5-minute walk away. The food is barely edible by the way.
5) I've got to admit that they have some good food here. The rooms are pretty private, e.g. most boarders live in two-bedder rooms with air-conditioning (which you have to pay for separately, should you decide to use it). Its hallmark lies in the fact that it's very cosy, much like a home, and I believe you will get to experience a truly relaxing environment unlike anywhere else.
That's all I have to say.

Edit: the hostels, in ascending order of proximity to Orchard, are Anglican House, Victoria Hall, RIB, HCIBS and NYGH boarding school (direct bus without needing to use the overhead bridge).
