just called starhub maxonline customer care.. the speed cap for maxonline 6000 has been raised to 12000. maxonline 4000 has been raised to 6500.
if you are on these two plans, switch OFF and wait 10 mins and switch ON your modem (through the main power) for improved downloading speeds.
(this increase will also slightly improve ur connection to overseas sites.. albeit not solving completely)
