What about Zordon?
A mystery man that appears through video conference, giving order for his subordinates, in order to promote "peace".
His struggle to keep everything foreign at bay (Rita, for example, is from the moon...or some other planet).
Zordon clearly represents the american governament trying to police the entire world, while remaining in a relative position of safety and indiference.
Lord Zed is an outcast whom is always trying to take over the world.
But you see, the writers of Power Rangers are a hatefull bunch.
Zed represents a twisted views on the Jewish people, trying to take over the world, marrying goys (Rita). All this while using his wits to take advantage over the others. Or is it not a coincidence that is brains look like a Kipah?
Not only this, but he is red, like a communist. He tries to destroy the capitalist american society that Zordon stands for, and makes all his soldiers to be equal...made from clay.
And in spite of that he is a Lord, showing how cynical he is in being a communist and having absolute power over his minions...

During the season where the Alien Ninja Rangers came to temporarily take over for the Rangers, this was used to signify the vast benefits of illegal aliens coming to help out for temp work. This is further emphasized by their aquatic powers which is supposed to represent all the valiant swimmers that are lucky enough to make it onto the borders.
