Been out of Singapore for a while but I think it is Kallang river around nicoll highway nearby Marina area...
All I know is Bus 14 used to travel through there or maybe not. -

This is a window view from the condominium called Costa Rhu. It is located at Tanjong Rhu

The upper right buildings with the orange roof is Costa Rhu. Nice place to live in.

There's a pedestrian path from the stretch up Sheare Bridge just after Fort Road exit...
