  Yes, the Balestier Road area tel nos start with 635/625. But it even covers as far as some Bt Timah areas....... You may want to do some sleuth work like CSI by scanning the Phone Directory.........

  actually they all belong to North Telephone Exchange at Whitley/Thomson/Balestier Rd, which used to administer areas as far as Yishun and Dhoby Ghaut and has leftover numbers still in use in those places.
