Your L1R4 of 19, is actually the lowest for business courses. If this year's COP improves, you stand no chance of getting in or you'll get some courses that you don't like. -

Well, you could apply and see if you get in. If they do let you in, you probably have to retake English as a private and attend the lessons (in addition to your poly modules)
This can be taxing, as poly start dates have been pushed forward.
