It brings me to wonder if people are still stopping by road sides suddenly to put in their cashcard.

They do have such a system. What the authorities should do, is to include a small segment in the Driving Schools sylabus on teaching New Drivers WHAT to do and what NOT to do in the event one forgets the ERP card. It takes an experienced driver to instinctively know HOW to react when one realizes the card is not in the IU; 1) pass through and get a penalty when there is traffic behind and on both sides, 2) quickly and safely filter to shoulder and stop with hazard lights deployed, 3) check to see if ERP gantry is active at least 100 meters away so that you have time to do something SAFE.
What I cannot condone are those idiots who have their cards in the IU and purposely stops by the roadside or shoulder of expressway to wait of time out! I mean, if you cannot afford $1.00 or $0.50 ERP charges, don't farking drive!!!
